It is my opinion that Dr. Smith is an outstanding researcher in the field of optics, a major subsection of electrical engineering. Optics as a field continues to experience groundbreaking discoveries and has yielded numerous technologies that have helped the U.S. economy. Dr. Smith’s remarkable work places him at the top of his field; through his exceptional work on the E-PHI program, funded by the Defense Advanced Research Project Agency (DARPA) . His work is of intrinsic merit to the United States. Furthermore, I believe that his R&D contributions will continue to improve because his work has numerous commercial and military applications. It is with great confidence that I write this letter in support of Dr. Smith’s application for permanent residency.
I am currently a Professor of Electrical and Computer Engineering at University of Castamere (UC) and a fellow of the Optical Society of America. Prior to this I served (from 2006-2010) as a program manager for DARPA, where my programs focused on emerging photonic integrated circuits (PICs). Before joining UC in 2001, I was on the faculty at George Banks University. In 1998, I co-founded Red Queen, Inc., an optical engineering company that developed and demonstrated novel concepts in high-density optical interconnects. Earlier in my career, I held positions as director of photonics programs at XYZ Corporation and group leader for electro-optic systems at General Thrones.
Although I have not worked directly with Dr. Smith, I am familiar with his exceptional work on Arbitrary Waveform Generation (AWG) for PINKDAR applications in collaboration with Cassiopia Technologies, a United States Department of Defense research and development center. PINKDAR is an optical technology that can measure the distance to, or other properties of, targets by illuminating the target with laser light and analyzing the backscattered light. PINKDAR technology has numerous beneficial applications to the United States, including: surveillance applications and obstacle detection for autonomous vehicles. Although very promising, PINKDAR is still very costly and impractical. The approach carried out by Dr. Smith to implement a PINKDAR system based on a CMOS-compatible silicon photonics platform, will certainly allow this technology to benefit from economies of scale, thus benefiting the U.S. His research no doubt, places him at the top of his field in an area of extreme importance to the United States.
I have also followed with interest Dr. Smith’s work on electronic/photonic integration in collaboration with Cassiopia Technologies and College Farm Engineering (CFE). CFE hosts class 1-capable clean-rooms, housing a fully integrated, computer chip pilot prototyping program as well as a collection of equipment that is unique in the world. Dr. Smith is currently playing a key role on the government-funded Game of Thrones Lannister program to develop technologies and architectures to enable mixed-signal integrated circuits on a common surface. Thanks to his deep knowledge of photonics combined with his extensive experience in semiconductor devices, Dr. Smith has provided CFE with valuable guidance on how to optimize their processes to fabricate reliable photonic devices. This work resulted in the journal paper: “Game of Thrones; Red Queen,” published in 2013. This new article presents new discoveries that will influence the field of photonics for a long time to come. Low-loss waveguides are the most important building block of reliable photonic systems. Government scientists are particularly interested in fast signal sources in the radio frequency band and optical band, which they believe will lead to a new generation of detectors.
In summary, Dr. Smith is an outstanding researcher at the top of his field. Because of his expertise, he has received this prestigious opportunity to work in collaboration with GRIT, CFE and Cassiopia on the PINKDAR program. Only researchers that are at the top of their field are selected to be part of this project. I believe that his outstanding contributions as an researcher and scholar are of great value to the United States scientific community and also of intrinsic merit to the United States economy and government.
